Time-based criminal sentencing means criminals are sent to prison for a fixed time (status quo). Objective-based criminal sentencing means criminals are given tasks to complete in prison (e.g. community service for a number of events, mastery of life skills, scoring well in behavioral assessments, etc). Both systems will still scale based on severity of the crime.

The "eyes of compatibility" are a mystical power that give the user the ability to see how compatible (both platonically and romantically) they are with other people they see at a specific point in time. Although compatibility ratings generally do not fluctuate over short periods of time, it is regular for an individual's compatibility rating with another individual to change over long periods of time. There is no physical evidence that a user has the "eyes of compatibility".
